The line of thought from which contemporary Social Science has come forth was occupied with problems of public policy in a way which has since become very much less prominent in the work of social scientists. The classic figures of social thought —Aristotle, Plato, Adam Smith, Montesquieu, Jeremy Bentham, James and John Stuart Mill, Ricardo, Hobbes and Locke, Burke, Machiavelli and Hegel—were all involved in the consideration of the fundmental problems of policy from the point of view of the man (...) who had to exercise power and to make practical decisions. Even where they themselves lived in remoteness from practical affairs the clarification of the standards for the judgment and guidance of public policy was always close to the centre of their attention. The politician's problems, reduced to fundamentals, were their problems. The problem of maintaining order through the prince's exercise of power was the point of departure of classical political philosophy; it was extended by modern liberalism to the maintenance of liberty in a framework of order. Political philosophy was regarded by those who professed it, as a means of enlightening rulers—and citizens—as to the right ends and the approximate means. The great ancestor of modern empirical social research, Sir William Petty, who regarded his task as the quantitative matter-of-fact description of what existed, viewed his problem as set by the prince's need to safeguard and maximise his power. Early economic theory accepted the same task. Even after mercantalism gave way to liberalism, economic theory was still intended to be a guide to policy. (shrink)

It examines the nature of power on the basis of the analysis of dreams of her media: Russian statesmen of XIXth and early XXth centuries. The relevance of the topic due to the dynamism of a modern political culture, the inability to identify formal sources of legitimacy of authority. The results indicate the mythologization and mystification of power. At once a contribution to the history of science, the history of philosophy, the history of classical Greece, and transhistorical, good, clean, reading enjoyment, this book is obviously designed for the library that hitherto had everything. From coin-operated holy water, vending-machines, Athenian electioneering gadgets for "automating honesty," and wine-splashing games of kottabos to the steam-powered toys and automated theatres of the second century A. D. Alexandrian gadgeteer, Heron, Brumbaugh has provided a fascinating catalogue of and commentary on the neglected artifactual (...) and technological genius of the ancient world. The book includes reproductions of many of Heron's "blueprints" as well as plates showing some of the items that have been excavated on the site of the ancient Agora. The illustrations and plates should have been numbered for easier reference but this is a minor defect in a wholly delightful book. The extensive, annotated bibliography is a pleasant bonus.—E. A. R. "From beginning to end, art is bent upon making; this book says nothing else." Fortunately, we need not take the author at his word. But if the reader sees this, maintains Gilson, he will see the errors in those philosophical approaches to art which mistake esthetics for the philosophy of art, and mistake what is a mode of being simply as production with what is a mode of being as knowledge. The foe is "noematism" and Gilson is tireless in exposing (...) its occurrence in all philosophical views of art since Plato—even in Aristotle, for whom he, otherwise, has a decided preference. Only with Nietzsche does art assert its independence of anthrôpos théôrétikos and ally itself with the Will to Power. Gilson does not approve of this extreme but he does recognize it as the inevitable result of trying to cast art in the role of the messenger of meaning, be that meaning the highest, as with the intuitionism of the Romantics, or the lowest, as in the "imitation of an imitation" notion propounded by Plato. Not that there is no meaning to be had from works of art; but concentration on the contemplation of a work of art—the province of esthetics—distracts from the recognition of the purpose of art itself, namely the activity of subordinating matter to form in the well-making of a sensible product whose being is "conceived in beauty." This is a translation of Carnap's early classic, Der Logische Aufbau der Welt and his less technical but also important article from the same period, Scheinprobleme in der Philosophie. It is no secret that Carnap abandoned the phenomenalism of the Aufbau for the physicalism of Logische Syntax der Sprache, but there is no doubt that the real message of the Aufbau—which is punctuated with the Messianic spirit of early logical positivism—is the program of "rational reconstruction" which becomes, on an inverted (...) reading and with the addition of a bias in favor of the universal descriptive and explanatory power of scientific discourse, the program of scientific reductionism. In this light, the continuities between the Aufbau and Carnap's later work completely dwarf in importance the discrepancies between these two periods of his creative output. The Aufbau remains an important book in its own right, and is not simply a detailed manifesto of a now defunct program; it is a pleasure to have it in English.—E. A. R. (shrink)

This article reviews the strengths and limitations of five major paradigms of medical computer-assisted decision making (CADM): (1) clinical algorithms, (2) statistical analysis of collections of patient data, (3) mathematical models of physical processes, (4) decision analysis, and (5) symbolic reasoning or artificial intelligence (Al). No one technique is best for all applications, and there is recent promising work which combines two or more established techniques. We emphasize both the inherent power of symbolic reasoning and the promise of artificial (...) intelligence and the other techniques to complement each other. (shrink)

This article focuses on Max Weber’s understanding of “ethos” in “The Protestant Ethic and the Spirit of Capitalism” and the benefits afforded by this concept. The reference is not accidental as it is in this work that Weber could consistently explicate his ethical argument. The idea of ethos becomes clearer in comparison with the concept of habitus, which is actively used today in social science. It is shown that the distinction between ethos and habitus may be more productive than the (...) conflation common in modern research. The category “ethos” is compared with the value-rational action from the later typology of action in Weber’s “Economy and Society”, while habitus is associated with traditional action from the same typology. The concept of ethos is further clarified by the example of Weber’s opposition of traditionalism and ethical modern Western capitalism. By focusing on ethical issues and using character as a theoretical tool, Weber not only puts forward a convincing interpretation but lays the foundations for a specific line of analysis in social and economic science. The category of ethos in conjunction with the value-rational type of action acquires special significance due to the potential for novelty and change that is embedded in it. (shrink)

Evolutionary developmental biology (evo-devo) has undergone dramatic transformations since its emergence as a distinct discipline. This paper aims to highlight the scope, power, and future promise of evo-devo to transform and unify diverse aspects of biology. We articulate key questions at the core of eleven biological disciplines—from Evolution, Development, Paleontology, and Neurobiology to Cellular and Molecular Biology, Quantitative Genetics, Human Diseases, Ecology, Agriculture and Science Education, and lastly, Evolutionary Developmental Biology itself—and discuss why evo-devo is uniquely situated to substantially (...) improve our ability to find meaningful answers to these fundamental questions. We posit that the tools, concepts, and ways of thinking developed by evo-devo have profound potential to advance, integrate, and unify biological sciences as well as inform policy decisions and illuminate science education. We look to the next generation of evolutionary developmental biologists to help shape this process as we confront the scientific challenges of the 21st century. (shrink)

The nature and consequences of readers’ affective engagement with literature has, in recent years, captured the attention of experimental psychologists and philosophers alike. Psychological studies have focused principally on the causal mechanisms explaining our affective interactions with fictions, prescinding from questions concerning their rational justifiability. Transportation Theory, for instance, has sought to map out the mechanisms the reader tracks the narrative experientially, mirroring its descriptions through first-personal perceptual imaginings, affective and motor responses and even evaluative beliefs. Analytical philosophers, by contrast, (...) have largely focussed on the problems fiction poses for traditional theories of rationality (as in the ‘Paradox of Fiction), challenging fiction’s wider epistemic value. The result has been a theoretical impasse in which the power of fiction to affectively ‘transport’ a reader is at once often lauded (by psychologists) as a privileged route to interpersonal understanding, and condemned (by philosophers) as an abdication of the authority of reason. This chapter surveys some of the central claims on both sides, tracing the source of the debate to competing conceptions of rationality. (shrink)

A 10 kHz pulsed X-ray generator utilising a hot-cathode triode in conjunction with a new type of grid control device for controlling X-ray duration is described. The energy-storage condenser was charged up to 70 kV by a power supply, and the electric charges in the condenser were discharged to the X-ray tube repetitively by the grid control device. The maximum values of the grid voltage, the tube voltage, and the tube current were −1.5 kV, 70 kV, and 0.4 A, (...) respectively. The duration of the flash X-ray pulse was primarily determined by the time constant of the grid control device and the cut-off voltage of thermoelectrons. The X-ray duration was controlled within a region of less than 1 ms; the X-ray intensity with a pulse width of 0.27 ms, a charged voltage of 70 kV, and a peak tube current of 0.4 A was 0.92 μC kg −1 at 0.5 m per pulse. The maximum repetition rate was about 10 kHz, and the size of the focal spot was about 3.5×3.5 mm. (shrink)

Quantum set theory (QST) and topos quantum theory (TQT) are two long running projects in the mathematical foundations of quantum mechanics (QM) that share a great deal of conceptual and technical affinity. Most pertinently, both approaches attempt to resolve some of the conceptual difficulties surrounding QM by reformulating parts of the theory inside of nonclassical mathematical universes, albeit with very different internal logics. We call such mathematical universes, together with those mathematical and logical structures within them that are pertinent to (...) the physical interpretation, ‘Q-worlds’. Here, we provide a unifying framework that allows us to (i) better understand the relationship between different Q-worlds, and (ii) define a general method for transferring concepts and results between TQT and QST, thereby significantly increasing the expressive power of both approaches. Along the way, we develop a novel connection to paraconsistent logic and introduce a new class of structures that have significant implications for recent work on paraconsistent set theory. (shrink)

A recent article argued that signals from conventional Raman spectroscopy of organic materials are overwhelmed by edge filter and fluorescence artefacts. The article targeted a subset of Raman spectroscopic investigations of fossil and modern organisms and has implications for the utility of conventional Raman spectroscopy in comparative tissue analytics. The inferences were based on circular reasoning centered around the unconventional analysis of spectra from just two samples, one modern, and one fossil. We validated the disputed signals with in situ Fourier‐Transform (...) Infrared (FT‐IR) Spectroscopy and through replication with different lasers, filters, and operators in independent laboratories. Our Raman system employs a holographic notch filter which is not affected by edge filter or other artefacts. Multiple lines of evidence confirm that conventional Raman spectra of fossils contain biologically and geologically meaningful information. Statistical analyses of large Raman and FT‐IR spectral data sets reveal patterns in fossil composition and yield valuable insights into the history of life. (shrink)

Epitome V (1621), and consisted of matching an element of area to an element of time, where each was mathematically determined. His treatment of the area depended solely on the geometry of Euclid's Elements, involving only straight-line and circle propositions – so we have to account for his deliberate avoidance of the sophisticated conic-geometry associated with Apollonius. We show also how his proof could have been made watertight according to modern standards, using methods that lay entirely within his power. (...) The greatest innovation, however, occurred in Kepler's fresh formulation of the measure of time. We trace this concept in relation to early astronomy and conclude that Kepler's treatment unexpectedly entailed the assumption that time varied nonuniformly; meanwhile, a geometrical measure provided the independent variable. Even more surprisingly, this approach turns out to be entirely sound when assessed in present-day terms. Kepler himself attributed the cause of the motion of a single planet around the Sun to a set of `physical' suppositions which represented his religious as well as his Copernican convictions; and we have pared to a minimum – down to four – the number he actually required to achieve this. In the Appendix we use modern mathematics to emphasize the simplicity, both geometrical and kinematical, that objectively characterizes the Sun-focused ellipse as an orbit. Meanwhile we highlight the subjective simplicity of Kepler's own techniques (most of them extremely traditional, some newly created). About one third of patients with epilepsy have seizures refractory to the medical treatment. Electrical stimulation mapping is the gold standard for the identification of “eloquent” areas prior to resection of epileptogenic tissue. However, it is time-consuming and may cause undesired side effects. Broadband gamma activity recorded with extraoperative electrocorticography during cognitive tasks may be an alternative to ESM but until now has not proven of definitive clinical value. Considering their role in cognition, the alpha and beta bands could further (...) improve the identification of eloquent cortex. We compared gamma, alpha and beta activity, and their combinations for the identification of eloquent cortical areas defined by ESM. Ten patients with intractable focal epilepsy participated in a delayed-match-to-sample task, where syllable sounds were compared to visually presented letters. We used a generalized linear model approach to find the optimal weighting of each band for predicting ESM-defined categories and estimated the diagnostic ability by calculating the area under the receiver operating characteristic curve. Gamma activity increased more in eloquent than in non-eloquent areas, whereas alpha and beta power decreased more in eloquent areas. Diagnostic ability of each band was close to 0.7 for all bands but depended on multiple factors including the time period of the cognitive task, the location of the electrodes and the patient’s degree of attention to the stimulus. We show that diagnostic ability can be increased by 3–5% by combining gamma and alpha and by 7.5–11% when gamma and beta were combined. We then show how ECoG power modulation from cognitive testing can be used to map the probability of eloquence in individual patients and how this probability map can be used in clinical settings to optimize ESM planning. We conclude that the combination of gamma and beta power modulation during cognitive testing can contribute to the identification of eloquent areas prior to ESM in patients with refractory focal epilepsy. The role of power in healthcare can raise many ethical challenges. Power is ownership, whether given, ceded, or taken of another person’s autonomy. When a person has power over someone else, they can control or strongly influence the decision-making freedom of that person. From the principalist perspective1,2 of healthcare ethics, denying a person their freedom to choose, should only occur when justifying conditions related to beneficence and nonmaleficence are sufficiently satisfied. In healthcare, it is rare to be (...) able to identify situations where paternalism is justified. However, experience suggests that abusive power in healthcare is used too frequently without justifying criteria. (shrink)

Morality, Rules, and Consequences: A Critical Reader explores for students and researchers the relationship between consequentialist theory and moral rules. Most of the chapters focus on rule consequentialism or on the distinction between act and rule versions of consequentialism. Contributors, among them the leading philosophers in the discipline, suggest ways of assessing whether rule consequentialism could be a satisfactory moral theory. This paper investigates how coercive and non-coercive power impacts on the successful diffusion of sustainability within supply networks. The paper reports on four in-depth case studies of the development of sustainability initiatives, each case based on data collection from focal companies and suppliers. The four case studies are based on 38 semi-structured interviews in total and supported by secondary data. The case studies indicate that both coercive and non-coercive power impact suppliers’ engagement in sustainability initiatives and its wider (...) diffusion in supply networks. However, where the use of coercive power facilitates diffusion to immediate suppliers, the use of non-coercive (reward and expert) power leads to sustainability diffusion beyond the dyadic level into wider supply networks. The study provides rich insights into understanding sustainability diffusion in supply networks and the perceptions of multiple supply network actors on the role of different types of power on the diffusion process. We elaborate existing theory and formulate propositions to guide future research into the role and coexistence of different types of power in diffusing sustainability in supply networks. (shrink)

O conceito de potentia possui uma pluralidade de sentidos na obra de Hobbes, sendo empregado na física, na antropologia, nas reflexões sobre o direito e sobre a política, bem como no discurso sobre Deus e seus atributos. Neste artigo, o exame será circunscrito ao conceito hobbesiano de potência (power) no Short Tract em seu diálogo com a tradição aristotélica da potência e do ato, isto é, ao conceito físico de potência por meio do qual os movimentos são explicados. O (...) que pretendo indicar é que já nessa obra esse conceito se forjou em oposição ao conceito aristotélico e à tradição escolástica, por mais que essa primeira formulação da noção de potência seja problemática. Hobbes fundamenta uma dupla fonte do determinismo no Short Tract, fonte que se tornará una com a reformulação do conceito de potência nos textos posteriores, como exporei na segunda parte do artigo.
